NIPSA HQ Responsibilities

HEADQUARTERS OFFICIALS
 
Brian Campfield is NIPSA’s General Secretary and is charged with supervising the general work of the union as well as overall responsibility for the management of all the staff and finances. He is NIPSA’s main representative on many of the civil and public service negotiating bodies and is active at various levels within the Irish Congress of Trade Unions.
 
Alison Millar, the Deputy General Secretary deputises for the General Secretary and also has overall responsibility for the Public Officers’ Group and for major policy issues including the Review of Public Administration. Alison Millar takes particular responsibility for major policy issues in the Health Service and Housing Executive. She also has overall responsibility for Women’s Issues, Equal Opportunities and development of NIPSA’s Organisation and Services.
 
NIPSA has two Assistant General SecretariesKieran Bannon has responsibility for Civil Service wide issues on pay, hours, leave, running costs, privatisation, personnel management etc and Civil Service groups such as Professional and Technology Officers, Scientific Staff, Legal Grades and the Audit Office. He is also responsible for the management of the Civil Service Section within NIPSA.
 
The other Assistant General Secretary, Bumper Graham is responsible for the management and co-ordination of NIPSA’s Public Officers’ Group and major issues particularly in Local Government. He has overall responsibility for the NIPSA Regional Office in Derry and a number of other central and administration services such as NIPSA Annual Conference arrangements.
 
An Assistant Secretary, Geraldine Alexander has day to day responsibility for a range of matters, including Equal Opportunities, Human Rights, Global Solidarity plus HQ Organisation and Services co-ordination.
 
CIVIL SERVICE SECTION
 
In the Civil Service Section and Assistant Secretary, Noel Griffin has Departmental responsibilities for Agriculture and Rural Development; Finance and Personnel; Enterprise Trade and Investment; Invest Northern Ireland; the Office of First and Deputy First Ministers; the Northern Ireland Assembly; Agri Food and Bioscience Institute; Health and Safety Executive Northern Ireland and the Rural Development Council. He also has responsibility for IT issues and the typing discipline.
 
A second Assistant Secretary, Tony McMullan has Departmental responsibilities for Social Development (including the Social Security Agency and the Child Maintenance and Enforcement Division); Employment and Learning; Health Social Services and Public Safety (including the Health Estates Agency); and Education. He also has responsibility for members in the Inland Revenue.
 
A third Assistant Secretary in the Section, Ryan McKinney, has Departmental responsibilities for Regional Development; Environment; the Northern Ireland Office; and Culture, Arts and Leisure. He also has responsibility for members in the Police Service of Northern Ireland; the Legal Services Commission; the Police Ombudsman’s Office; the Policing Board; Fisheries Conservancy Board; Northern Ireland Water; Privatised PSNI Cleaning Services (ARAMARK) and NCP Traffic Attendants.
 
The Higher Executive Officers in the Civil Service Section are Kim Graham and Robin McClelland responsible for a number of public bodies including the Equality and Human Rights Commissions; National Museums Northern Ireland; Armagh Planetarium; Arts Council and Grand Opera House; Construction Industry Training Board; Northern Ireland Tourist Board; Sports Council; General Consumer Council; Educational Guidance for Adults; Tourism Ireland Ltd; Economic Research Institute; the Probation Board; United Dairy Farmers Group and Cross Border Bodies.
 
PUBLIC OFFICERS’ SECTION
 
Within the Public Officers’ Section there are two Assistant Secretaries. Paddy Mackel is responsible for matters relating to Education and Library Boards, Further Education Colleges and is also Staff Secretary to relevant negotiating Councils. He is assisted by two Higher Executive Officers, Kevin Kelly and Dooley Harte cover Education and Library Boards, Queens University, Stranmillis University and the Northern Ireland Council for the Curriculum, Examinations and Assessment and a number of other bodies in the education sector. One Higher Executive Officer, Antoinette McMillen, deals with District Councils and the Fire Authority and the Local Government Officers’ Superannuation Committee reporting to the Assistant General Secretary.
 

The other Assistant Secretary, Kevin McCabe, is responsible for the Health and Personal Social Services Boards and Health and Social Care Trusts. He is assisted by three Higher Executive Officers, Philip Boomer, Terry Thomas and Tommy Brownlee dealing with HSC Trusts, Central Services Agency, the Blood Transfusion Service, a number of Health-related agencies and various voluntary bodies.

 
Two Higher Executive Officers Joan Munton and Alan Law are based in the NIPSA Regional Office, Derry. They deal mainly with District Councils, HSC Trusts, the Education and Library Board and FE Colleges in the North West area.
 
ORGANISATION AND SERVICES SECTION
 
Finance and Administration Services is headed by Martin Murphy, Higher Executive Officer. The post deals with Finance, the NIPSA Pension Scheme and assists with Annual Conference administration. He is assisted by and Executive Officer (Finance) Anne Elliott who administers the NIPSA’s Finance Department. Roisin Graham, Higher Executive Officer, is responsible for Buildings and Personnel matters, reporting to the Deputy General Secretary. An Executive Officer, Lesley-Anne Scott (Acting) is responsible for typing, reprographic and other office services. There is also an Executive Officer, James Thompson who is responsible for NIPSA’s IT, telecoms systems and software.

Mary Leacock, Higher Executive Officer, is responsible for the management and co-ordination of Membership, Branch Organisation, Development and Training Services.Wendy McCallum is an Executive Officer responsible for Membership records.

John McVey is the Research/Policy Officer responsible for major work in this area.

Communications, Information and other Services are the responsibility of Aidan McDonnell, Higher Executive Officer, and an Executive Officer (vacant). Another Executive Officer, Mairead Donnelly is responsible for NIPSA’s Legal and Membership Services and servicing of the General Council and Executive Committees.
