    The following is a brief update on key developments across the Education Sector on RPA.

    Staff Transfer Scheme

    Following many months of negotiations NIPSA can confirm that the Staff Transfer Scheme has now been agreed. Existing employers are being encouraged to hold meetings with staff during normal working hours to explain the process and answer questions raised by staff. Your employer is likely to be organising these meetings in the next few weeks. NIPSA would encourage you to attend and ensure your questions are answered. NIPSA will also be issuing some key points on the Staff Transfer Scheme in the coming days. 

    Finance and Payroll

    Members working in the Finance and Payroll Sections will probably have seen an exchange of correspondence between Alison Millar, NIPSA and Gavin Boyd, Chief Executive (Designate) ESA. Members should note that Gavin Boyd has indicated that there are no proposals at this point in time to centralise finance or payroll in one location from 1 April 2010.   He has also given a commitment to fully consult with NIPSA and the other unions and staff on any centralisation proposals in the future at the appropriate time.

    Director of Strategic Planning

    On 2nd October 2009 NIPSA was advised that ESAIT planned to publicly advertise the post of Director of Strategic Planning. NIPSA strenuously objected to this on the basis that the process did not comply with the Executive Guiding Principles, as recommended by the Public Service Commission on the filling of new posts in new organisations which clearly indicates if the post is not filled by competition across the Education Sector the next stage is to trawl across the RPA Affected Group. It is clear ESAIT attempted to breach this key stage in the process. NIPSA also raised the matter directly with the PSC who also objected directly to the Permanent Secretary, Department of Education. 

    Following these representations it has now been agreed that ESAIT will comply with the Executives Guiding Principle and trawl across the RPA Affected Group. It is likely the trawl will be issued week commencing 12th October 2009 with a 2 week closing date.
