    Clearly the Policy Proposals and ICE initiative have to be considered within the totality of the changes impacting upon Local Government, this includes the out-workings of the NI Budget, Rate Increases and the immediate post May 2011 elections to the NI Assembly which are liable to see developments in respect of the timeline for the RPA proposals of 11 Councils. As pointed out in both submissions it is essential that there is early consideration of all of these issues and that a single strategic assessment with a viable timeline is produced for genuine consultation with regard to the totality of Local Government reform.
