    RPA LOCAL GOVERNMENT – PWC PHASE II REPORT

    I am attaching a copy of NIPSA’s response to the DOE commissioned report from PWC – Economic Appraisal of Options for Local Government Service Delivery, my earlier circular of 27 October seeking comments on the report refers.

    The next steps are that the Strategic Leadership Board is due to consider all of the comments received at its meeting on 9 December and to then let the Minister have views. Clearly and as you can see from the NIPSA response the biggest issue that requires immediate resolution is that of the timeframe. It is NIPSA’s understanding that there remains a dispute amongst NI Executive Ministers over the Boundaries Commissioner’s report and that unless there is early resolution to that dispute the 2011 implementation date is not likely to be met.
