You will be aware that following the PWC Economic Appraisal on the options for post RPA structures the Minister and the Strategic Leadership Board (SLB) have been engaged in a series of attacks and announcements on the case for massive unresearched, unjustified and unattainable cuts of £438 million across the Local Government Sector.
The Northern Ireland Local Government Association (NILGA) and the Society of Local Authority Chief Executives (SOLACE) formally rejected the proposed level of cuts and the Minister’s favoured mechanisms of a single Business Service Organisation and a single Waste Authority. The pressure from Minister Poots has clearly weakened both NILGA and SOLACE’s positions as they presented a joint paper to the SLB meeting on 14 April 2010.
The paper whilst still rejecting a single Business Service Organisation does however call for a further Business Case/appraisal on a single Waste Authority. More concerning is that they have rolled over and signed up to the cuts of £438m, albeit with some mealy-mouthed caveats on needing to reassess the position as it as is most probable 2011 will not happen.
