Belfast City Council; Official launch of the Learning Agreement; 26 March 2010

Developing our workforce

Three key elements of our approach to developing our staff were launched today at an event in the City Hall.

Our Lord Mayor opened the event which officially launched our:

  • Learning agreement
  • Approach to essential skills provision
  • Assistance to study scheme.

These were developed by a joint management and trade union group. These key elements are part of the new learning and development policy to be developed further in the coming months.

Our Chief Executive, Peter McNaney and Trade Union Co-ordinator, Tim Smith, signed the learning agreement.

The learning agreement is a joint commitment to work together to:

  • promote and support learning and development 
  • encourage employees to take up learning and development activities, and
  • share responsibility for developing and maintaining a culture of learning and development in the council. 

At the event the Chief Executive recognised the importance of developing our workforce to ensure we have the necessary knowledge, skills and expertise to deliver our services and develop as an organisation. He also acknowledged the valuable partnership approach between management and trade unions.

Tim Smith also acknowledged the benefits of management and trade unions working in partnership to consider learning and development issues and highlighted the importance of continuing with this approach.
