NIPSA, the largest Public Sector Union in Northern Ireland has responded to the Health and Social Care Review Report: Transforming your care.
Kevin McCabe, Assistant Secretary, NIPSA with responsibility for Health commented:
“Along with other Unions and Staff Side organisations NIPSA is in receipt of the Report which is detailed, will require some digesting before commenting on it on a more substantive basis. Equally, it is a blue print a roadmap on the way ahead and some of the key themes emerging from the Report come as no surprise:
- Service reconfiguration;
- The proposed move away from hospital settings to care at home and/or in the community;
- Greater power and involvement to local Commissioning Groups; and
- Substantial reorientation and retraining of staff to deliver the new proposed model of care.
The distribution of £83 million to Community, Family and Social Services is an area we are likely to focus on as our members currently provide such services and have the necessary standards, quality and capacity to do so.
NIPSA will therefore examine in detail any proposals that seek to increase the use of the Independent Sector and the proposed increase use of the Voluntary and Community Sector in the delivering of such services”.
In conclusion Mr McCabe further advised:
“that given the current major budget deficit of the DHSSPS, NIPSA would still have concerns how the money is going to follow services identified in the ‘redesigned model’ and the substantial retraining of staff proposed and the associated costs”.
