Embargo on Recruitment and Promotion Now Lifted for all General Service Grades

Dear Colleague
Following continued pressure from NIPSA and a number of meetings with Management Side, the embargo on recruitment and promotion for the two remaining grades affected by it – Staff Officer and Executive Officer I – has now been lifted.
It is envisaged that around 178 Staff Officer vacancies and 190 Executive Officer I vacancies will be created in the next 9 months due to the embargo being lifted, with effect from 7 November 2011. Staff on the Priority pools lists will as usual be considered first for all vacancies and once these and career break lists are exhausted, Corporate HR will liaise with Trade Union Side centrally with a view to agreeing the consideration of surplus Planners who have opted to regrade to the administrative grades. All surplus Planners at analogous grades (HPTO and PTO) will still be offered the opportunity to express an interest in Staff Officer and Executive Officer I vacancies before recruitment or promotion is considered and approval sought from Corporate HR.
Departments will now no longer require approval from Corporate HR for temporary promotion to these grades or appointments of casual/agency staff but Departmental HR approval will be required for all of these. Corporate HR will continue to monitor temporary promotion arrangements on a quarterly basis.
