Members will be aware that Trade Union Side has been involved over time in discussions regarding former NIO Grade C/Court Service EO Assessment.
TUS has consistently argued that there was no need to proceed with this exercise while the NICS Pay and Grading Review was outstanding. Management Side has rejected this view.
TUS has also made it clear that in the event of Management Side deciding to proceed with an assessment process then we would seek to obtain the best possible arrangements for staff in both the former NIO and Court Service. For example we sought to ensure that in recognition of previous service more weight would be given to the Line Managers Assessment than would occur in a promotion Board.
Previous proposals by the Management Side have been rejected by TUS as we felt they had not given sufficient recognition to previous service of former NIO and Court Service staff at Grade C and EO level. However given that Management Side has now proposed what they have described as their “best and final offer’, TUS feel that we must seek the views of affected members.
Management Side propose that an interview/LMA ratio of 70/30 will be applied. This will also mean that 4 out of the 5 competencies will be assessed at LMA and 5 out of 5 assessed at interview. Following the interview process your interview score will be added to the score achieved in the LMA.
It is important that members have a chance to give their views to TUS on these proposals and that these views are then considered. TUS would ask that members speak to their NIPSA representatives over the next couple of weeks in order to assist the Departmental Committee to reach an agreed position at its meeting on 6th May.
