2010 PAY SETTLEMENT
Over the past number of weeks NIPSA has received enquiries from members in NI Water regarding the implementation of the 2010 pay settlement. NIPSA has registered the strongest protest about the delay in members receiving their pay increases which they have been entitled to since August 2010.
Initially NIPSA were informed that the delay was as a result of the Chancellor of the Exchequer’s announcement of a pay freeze for all public sector employees. NI Water subsequently advised that they experienced difficulties with the new pay remit guidance issued by DFP as a result of the Chancellor’s announcement. However more recently NI Water have told NIPSA that the Department of Regional Development are unable to submit the business case for non-industrial grades until the business case for industrial grades has been approved by the NI Water Board and the two jointly submitted.
NIPSA has advised Management that the reasons provided are not acceptable and the delay unsustainable.
NIPSA continues to put pressure on NI Water to have the settlement implemented without any further delay. NI Water has stated that implementation of the 2010 pay settlement is to be given the highest priority but they have said they have no control over timescales once the business cases are submitted to DRD and following that DFP.
Members can be assured that NIPSA are not content to let this matter drag on. We anticipate that NI Water will submit both business cases to DRD next week and when this is confirmed NIPSA intend to seek assurances from senior Departmental Officials that no further delays will occur. Should these guarantees not be forthcoming NIPSA will seek a meeting with the Assembly Committee for Finance and Personnel and bring the matter to the Minister’s attention.
