NI Civil Service: Comprehensive Pay and Grading Review

This bulletin is to provide members with an update on the Comprehensive Pay and Grading Review exercise that was agreed as part of the NICS equal pay settlement.

Members will be aware that following NIPSA’s agreement in principle to the Review being undertaken, a commitment from NICS Management was secured to give further urgent consideration to the grading and pay of Executive II (EOII) and related grades. This is particularly important in the context of securing equal pay for the Administrative Officer grade and the anomalous position this now places members in the EOII grade. To ignore addressing this issue would be untenable particularly as EOIIs are, in some circumstances, receiving less pay than those whom they supervise.
The 2010 Conference of the NIPSA Civil Service Group adopted a motion listing a number of other pay issues that needed to be resolved as part of the Comprehensive Pay and Grading Review.
NIPSA is currently giving consideration to the draft terms of reference for the review produced by Management Side. NIPSA is of the view that the draft proposed terms of reference need to be amended to reflect the Trade Union Side agenda and we are seeking an urgent meeting of the Central Whitley Council Pay, Grading and Allowance, etc Committee to progress this matter.
We are very conscious of the fact that the Comprehensive Pay and Grading Review has coincided with the new Coalition Government’s attack on public expenditure and therefore we need to be vigilant that the Review is not used by Management Side as a means to reduce pay costs.
A further bulletin will be issued to keep members up to date with ongoing developments on the Pay and Grading Review.
