Dear Colleague
Members will be aware that discussions are ongoing with the Management Side to formulate acceptable terms of reference for the Comprehensive Pay and Grading Review. NIPSA will be pressing for early resolution of agreed terms of reference in order to ensure that the review, which is already behind schedule, progresses as quickly as possible.
Although the terms of reference for the review have still to be finalised, Central HR has already engaged with all Departments to establish what they consider to be their priorities within the Comprehensive Pay and Grading Review.
For members, particularly in a number of occupational groups, there are a number of outstanding pay and grading issues. Branches should ensure that relevant pay issues affecting members are brought to the attention of their respective Departmental Trade Union Side offices. This will ensure representations can be made to Departmental Management’s about the urgency and necessity of addressing such issues and that they are included among those identified by Departments as their priorities within the Comprehensive Pay and Grading Review.
NIPSA centrally will also be pressing the case for an urgent resolution to the issue of Executive Officer II pay and grading, which is of particular relevance in Departments where there is a significant interface between the EOII and AO grades, such as DSD. Departmental Trade Union Sides and Branches should avail of the opportunity to immediately press their respective Departments to adopt a constructive approach in the context of the review on a range of pay and grading issues which should be consistent with NIPSA policy as adopted through NIPSA Conferences.
