NIPSA Opposed to Shared Services in Health

Dear Colleagues
NIPSA OPPOSED TO SHARED SERVICES IN HEALTH
NIPSA held a meeting of representatives of members working in the current areas affected by Shared Services proposals on 17 January 2012 in the Dunadry Hotel. These are:-
- Finance (Income)
- Finance (Payments)
- Payroll, Travel and Subsistence
- HR – Recruitment and Selection
At that meeting the key issues identified were:-
- a new IT system was necessary;
- there should be “efficiencies” driven out by the system which needs to be quantified and assessed before wholesale sweeping changes affecting staff are implemented or even considered;
- commonality of approach for all members across all Trusts;
- VR/VER – clarity required; and
- challenge costings of model.
The NIPSA Admin & Clerical Panel and Health Central Panel have considered the issues raised and have agreed to the setting up of a Shared Services Sub-Group. The first meeting of the Group will be held at 10.30am on Monday 13 February in Room 6, Harkin House.
NIPSA hope that each Branch will send along a representative from each affected area to this important meeting. Your Branch Secretary/Representative will be in touch to co-ordinate this.
NIPSA are in total opposition to the current proposal and are engaging in a process to seek to challenge the Minister on the proposals. NIPSA has written to all MLAs setting out our objections to the proposals and asking them to support our position. In addition we are seeking to meet with individual MLAs as part of the current process.
In order to build significant momentum and political pressure and opposition I would ask you to write to your MLA and seek a meeting with them to press home the need to strongly oppose the proposed model which is neither needed nor desired. NIPSA will also be meeting with the Health Committee next week as part of a Trade Union delegation to oppose the Shared Services proposal and NIPSA has sought a separate meeting with the Chair and Vice-Chair of the Health Committee.
A further bulletin will be issued after the Sub-Group meeting on 13 February.
