The following is a brief update for NIPSA members on NJC pay. The Employers Side of the National Joint Council (NJC) issued a circular indicating that for 2010/11 “the employers have not offered an increase. This will not change”.
NJC Pay 2010: Local Government Employers Announce Pay Freeze for 2010/11

Local Government employers have announced today that an annual pay rise could not be awarded in respect of NJC Pay for 2010/11 due to the “perfect storm” of falling revenues and rising demand, they claimed the move was aimed at protecting front-line services and minimising job losses.

The NJC Trade Unions have prepared the 2010 NJC Pay Claim, the claim is for a 2.5% pay increase on all spinal points. The claim has been forwarded to the NJC Employers.

NIPSA Branches are now being asked to convene branch meetings to discuss the pay offer and recommendations of the Public Officers' Group Executive Committee and all members are encouraged to attend. The consultative process will finish on 8 September 2009

In the previous NJC pay bulletin dated 15th June 2009 it was reported that intensive talks
had taken place between the Employers and Trade Union Sides at the end of May and
that the Trade Union Side was awaiting what it hoped would be an improved offer on 2009
NJC pay.
