2009 NJC Pay Update

In the previous NJC pay bulletin dated 15th June 2009 it was reported that intensive talks
had taken place between the Employers and Trade Union Sides at the end of May and
that the Trade Union Side was awaiting what it hoped would be an improved offer on 2009
NJC pay.

The original offer of 0.5% had previously been rejected by the Trade Unions.
Unfortunately the Employers Side did not make a revised offer claiming it could not do so
until after the County Council elections in Britain and until a new Chair of the Employers
Side was elected.

During the negotiations on 21st May after 6 hours of talks a “potential new offer” that
emerged comprised of:-


• A 1.25% increase in pay for staff on scale points 4 – 10 inclusive.
• A 1% increase for those above scale point 10 up to scale point 49.
• An increase in minimum annual leave entitlement of one day from 1st April 2009 and
  a further day from 1st April 2010.
• An increase in all allowances by 1%.
• An increase in sleeping-in allowance to £35.35.
• A review of parental entitlements by 1st October 2009 and appropriate
   implementation thereafter.
• Consultation on a joint “best practice redundancy avoidance” agreement by 1st
   September 2009.

The Employers Side is scheduled to meet on 21st July 2009 to determine what it describes
as a final Employer position on 2009 NJC pay.

A further circular will be issued as soon as there are any developments.
