2009 NJC PAY OFFER ACCEPTED BY UNIONS

The purpose of this bulletin is to advise that all the NJC unions have accepted the final pay offer from the NJC Employers Side. The offer was for a 1.25% increase on spinal column point 4-10 and 1% increase on spinal column points 11-49. The minimum leave entitlement is also to be increased by 1 day from 20 to 21 days.

NIPSA members covered by NJC pay voted to accept the offer, following a Branch Consultative exercise which ended on 9 September 2009.

As a consequence we will be pressing for any arrears, due to members, to be paid without delay. In recent years payment of the increases to staff outside of District Councils in Northern Ireland have been delayed due to the requirement to obtain approval from the Department of Finance and Personnel (DFP). DFP have advised us recently that their approval, once the relevant detail is received, can be triggered within a short space of time.

As a result we will be making urgent representations to the various public bodies where members on NJC pay are employed and their parent Government Departments to ensure that the unacceptable delays experienced in recent years do not reoccur.

While the Trade Unions have accepted this pay offer consideration is being given to embarking upon a campaign to secure an acceptable pay offer next year.

The Public Officers' Group Executive Committee hopes to initiate early discussions with NIPSA Branches on the need for a campaign of industrial action to secure a decent increase in 2010.

Yours sincerely

BRIAN CAMPFIELD

Deputy General Secretary
