Responsibilities
John Corey is NIPSA’s General Secretary and is charged with overall control of the organisation. He is responsible to the General Council for the work of all the staff. He is NIPSA’s main representative on many of the civil and public service negotiating bodies and is active at various levels within the Irish Congress of Trade Unions.
The Deputy General Secretary, Brian Campfield deputises for the General Secretary but also is responsible for the management and co-ordination of NIPSA’s Organisation and Services Section covering administration, communications, finance, membership records, membership services, information technology and office/secretarial services. He looks after the NIPSA Developing World Fund and is the Personnel Officer for NIPSA Headquarters. He is also responsible for Women’s Issues, Equal Opportunities and directs NIPSA's manangement of the RPA (Review of Public Administration) reforms.
NIPSA has two Assistant General Secretaries. Kieran Bannon has responsibility for civil service wide issues on pay, hours, leave, running costs, privatisation, personnel management etc and civil service groups such as Professional and Technology Officers, Scientific Staff, Legal grades and the Audit Office. He is also responsible for the management of the Civil Service Section within NIPSA.
The other Assistant General Secretary, Bumper Graham has overall responsibility for major policy issues in the Public Officer's Group of the Union including Health and Social Services Boards; District Councils; Housing Executive, the Education and Library Boards and the voluntary sector.
CIVIL SERVICE SECTION
In the Civil Service Section an Assistant Secretary, Noel Griffin has departmental responsibilities for Agriculture (DARD); the Agri-Foods & Bio Institute (AFBI); Finance & Personnel (DFP); Enterprise, Trade & Investment (DETI); Invest NI; Office of the First Minister/ Deputy First Minister (OFM/DFM); NI Assembly and is the Central Whitley Trade Union Side (TUS )Secretary. Noel also has responsibility for Information Technology (IT) grades and typists across the Northern Ireland Civil Service (NICS).
The second Assistant Secretary in the Civil Service Section is Tony McMullan who has departmental responsibilities for (DSD) Social Development Core and (DSD SSA) Social Security Agency, (DSD CSA) Child Support Agency; (DE) Education; (DEL) Employment and Learning; Health, Social Services & Public Safety (DHSSPS) including the Health Estates Agency; the (LRA) Labour Relations Agency and the Inland Revenue.
The third Assistant Secretary in the Civil Service Section is Paddy Mackel and Paddy departmental responsibilities for Environment (DOE); Regional Development (DRD); Culture, Arts & Leisure (DCAL); the NI Court Service; Legal Services Commission (LSC); the Northern Ireland Office (NIO); the Police Service of Northern Ireland (PSNI), the Police Ombudsmans Office; the Probation Board (PBNI); the Electoral Office and the Fisheries Conservancy Board.
The Higher Executive Officer in the Civil Service Section is Kim Christophi. With assistance from the appropriate Assistant Secretary, she deals with a number of public bodies including the Equality and Human Rights Commissions; Museums and Galleries of Northern Ireland; Planetarium; Arts Council and Grand Opera House; Enterprise Ulster; Construction Industry Training Board; Tourist Board; Sports Council; General Consumer Council and Educational Guidance Service for Adults; Tourism Ireland; Economic Research Institute for NI (ERINI); United Dairy Farmers Ltd and the Harbour Commissioners.
PUBLIC OFFICERS SECTION
Within the Public Officers Section there are two Assistant Secretaries, Kevin McCabe, Alison Millar . Alison Millar deals with matters relating to District Councils and Education and Library Boards and Further Education and is Staff Side Secretary to the relevant negotiating Councils. Alison is assisted by three Higher Executive Officers. One Higher Executive Officer, Antoinette McMillen, is concerned with District Councils, the Fire Authority and the Local Government Officers’ Superannuation Committee. Two other Higher Executive Officers Martin Murphy and Dooley Harte are concerned with Education and Library Boards, Queens University and the Northern Ireland Council for the Curriculum, Examinations and Assessment.
Kevin McCabe, Assistant Secretary, is responsible for the Health and Personal Social Services Boards, HPSS Trusts. He is assisted by three Higher Executive Officers. One Higher Executive Officer, Sally Greene, deals with HPSS Trusts in the Southern and (part of) the Eastern Board and various voluntary bodies. Another Higher Executive Officer, Terry Thomas, deals with Trusts in the Northern and (part of) the Eastern Board as well as various voluntary bodies. A third Higher Executive Officer, Philip Boomer, deals with Trusts in the Western Board as well as the Blood Transfusion Unit, a number of Health-related agencies and various voluntary bodies.
Alan Law is a temporary appointment at Higher Executive Officer level with responsibility to develop HPSS Branches.
It is expected that 2 Higher Executive Officers would be operating out of the Derry Pilot Office to cover employment areas mainly in the Public Officers' group.
ORGANISATION AND SERVICES SECTION
The Organisation Unit within the Section has an Assistant Secretary, Ken Hood, and a Higher Executive Officer, Robin McClelland. Ken Hood deals with internal services at NIPSA HQ, including staff pensions and Finance. He also looks after the Welfare Fund and conference arrangements. Anne Elliott (Executive Officer) administers NIPSA’s Finance Department. Higher Executive Officer Robin McClelland works with the Assistant General Secretary on aspects of NIPSA’s personnel procedures. Of the Executive Officers, Anne Lunney (Executive Officer) looks after NIPSA’s legal schemes and other membership services whilst Mairead Donnelly (Executive Officer) is responsible for membership records and the oversight, development and maintenance of NIPSA’s computers and mechanised systems. The third Executive Officer Wendy McCallum (Temporary Executive Officer) is responsible for the recruitment of people into membership of NIPSA and the organisation of members in Branches. The fourth Executive Officer, Judith Coyle (Temporary) is responsible for typing, reprographic and other office services.
The Services Unit comprises one Assistant Secretary, Jonathan Stephenson, one Higher Executive Officer, Gerry McCabe and two Executive Officers. Jonathan Stephenson edits NIPSA News and is responsible for all aspects of NIPSA’s communications, publications and public relations. Billy McAuley is responsible for the Advice and Information Unit including research and is supported by an Executive Officer Mary Leacock. Gerry McCabe (Higher Executive Officer) is responsible for the delivery of the education and training programme.
