How does NIPSA Operate


Each year NIPSA holds its Annual Conferences in late May, attended by delegates nominated by the 220 (approx) Branches of the Union. Conference debates motions submitted by the Branches in order to formulate Union policy. The General Council, which is elected by Members via an individual postal ballot, is then responsible for implementing the policies adopted by Conference. This is actioned by overseeing the work of the Secretariat and managing the work of the Union.

CONTROL
Control of NIPSA policy is vested in the Annual Conferences, for each Group (Civil Service and Public Officers) there is a separate Conference and then the main NIPSA Conference. Between Annual Conferences the management and control of NIPSA is vested in the General Council. The General Council of 25 members is elected annually by individual postal ballot of the members. NIPSA Conference then elects the three Officers, President, Vice-President and Honourary Treasurer, from amongst the 25 members elected to the General Council.

The structure of NIPSA is based around the 220 (approx) Branches and each individual member is allocated to the Branch that is appropriate to them. Branches are entitled to nominate and send delegates to the relevant Group Conference and to the main NIPSA Conference as well as tabling motions for these Conferences.

Branches are also responsible for representing members with Employers and for conducting regulations either directly or via a Departmental Committee, Agency Panel, Employing Authority Panel or on the basis of Occupational Groups.

Each individual member of NIPSA through his or her Branch has a direct say in the policy and processes of NIPSA and in the relationship between NIPSA and their employer.

SUBSCRIPTIONS
For all members except Associates and those on unpaid leave of absence, subscriptions are calculated on the basis of a formula linked to salary level. Examples of current subscriptions payable are:-

For Associates and those on unpaid leave of absence (including career breaks) wishing to continue their membership, the annual subscription is £10.00.  This should be paid in a lump sum but, if preferred instalment arrangements can be made.

RELATIONS WITH OTHER ORGANISATION
NIPSA is affiliated to the Irish Congress of Trade Unions.  NIPSA’s General Secretary and President are currently members of the Northern Ireland Committee and the General Secretary is a member of the Executive Council of ICTU.

NIPSA also maintains close relations with its sister organizations such as Prospect, PCS, UNISON.  NIPSA also has full representation with voting rights on the Council of Civil Service Unions and is represented on the National Joint Council for Local Government.

A very close relationship exists with the NIPSA Retired Members’ Group and co-operation is also maintained with the NI Branch of the Civil Service Pensions’ Alliance.
